8. While studying Chinese a teacher's allowance will be granted to the Cadet at the rate of $15 a month and the neces- sary

books will be provided at the expense of the Government.

9. A. Cadet studying the Cantonese dialect will be required to pass in the syllabus set out in Appendix I, and he will be requir- ed to present himself for examination at intervals not exceeding half a year. A special course of study will be laid down for Cadets who may be required to study a different dialect. Cadets will also be required to pass an examination in the Colonial Regula- tions and Government Orders. A Cadet will be liable to be dismissed without further pay, if he fails to pass the final exam- ination within the prescribed two years' limit, or if at any time his progress or conduct shall be considered by the Government to be so unsatisfactory as to render such a course desirable. The Government will decide, having regard to the ground of dismissal, whether such Cadet shall be sent home at Government expense, or shall be left to find his way home, or shall be called upon to refund in addition the cost of his passage to Hongkong,

10. The rule as regards seniority follows generally that relat- ing to the commencement of service for pension, contained in paragraph 3 of clause 12 of the Hongkong Pension Minute. Amongst those officers whose appointments are of the same year, those who pass their final examinations within the prescribed time will rank as regards seniority in the order in which they passed the examination for cadetships. In the event of failure to pass within the prescribed time, the Cadet's seniority will, if he is still retained in the service, be deferred by the period by which his passing was overdue, but any modify- ing circumstances will be taken into account by the Governor, who will finally decide as to the seniority of each officer failing to pass his examination within the specified time.

11. A Law Examination is not a necessary preliminary to be- coming a Passed Cadet, but certain appointments which require a legal knowledge will only be open to Cadets upon the condition of their passing such examinations in the local Ordinances and other branches of legal knowledge as may be prescribed by the orders of the Governor.

12. The status of a Cadet who has passed his final examina- tion in Chinese is that of Passed Cadet and as such he will draw salary at the rate of £300 per annum and be employed in such departments of the Colony as may require his services until appointed by the Secretary of State for the Colonies to a sub- stantive post in the Hongkong Civil Service, for which he is now eligible. Should a Passed Cadet remain three years after passing his examinations without obtaining a substantive appointment, his salary shall be increased to £350. Passed Cadets draw house allowance at the same rate as Unpassed Cadets, but will not be given a teacher's allowance unless they express their intention of studying a second dialect of Chinese and submit themselves to further examination in it. A bonus is given for each additional dialect in which a Passed Cadet satisfies the Board of Examiners: but no Cadet is obliged to pass in more than one dialect. The bonus will be a sum of $600 if the can-

didate has satisfied the examiners in both the colloquial' and written branches of the dialect, and $450 if he passes in collo- quial only.

13. Subject to the necessities of the service, leave of absence Leave. on half salary may be granted to Cadets after a period of 6 years' resident service without any special grounds. It may be given before the expiration of that period in cases of serious indisposi- tion or urgent private affairs. In the absence of special grounds, leave must not exceed one-sixth of a Cadet's resident service; on special grounds it may exceed that period by 6 months. addition to the above, vacation leave on full pay may be granted, if no inconvenience or expense is caused thereby, not exceeding 16 weeks in any one year or 3 months in respect of any two
